Saw someone in LA selling Decayed Orr Emblems. Am I missing something? Thought these were next to useless except at Halloween?

Yes and No
Except at halloween when they are used for party items from npc - rest of year ppl will still sell them and buy them.Seen quite a few buyers and sellers from aug last yr which like you made me stop and think untill i realised out of season the price drops so buyers get in early stock at a gd price.

I understand August and maybe July, but isn't February a bit early to think about that? xD

GW2 beta might come out by then. :P

All the more reason to start buying now. That way you don't have to waste precious time farming for titles when you can be playing GW2 instead.

This is the best time for powertraders to buy them -- so they can upsell them for a profit at Halloween.

And if GW2 is out by then (which I kinda doubt), what will anyone care what they wasted their GW money on? Same argument could be made for ectos or any other "currency" with no fixed value.

Don't these drop often during WiK quests? Maybe that's why they're so prevalent in LA?
